The Blues signed Gittens and Garnacho to reinforce the left wing department last summer, but the former spent most of the season injured.
Garnacho, on the other hand, got his fair share of playing time, but he was unable to prove his credentials with regular goals and assists.
The Argentine does not feature in the plans of new manager Xabi Alonso, and he is widely expected to leave the club in the next few weeks.
Meanwhile, Chelsea share a different transfer stance on Gittens, and clearly believe he is more talented than Garnacho and can be useful going forward.
The former Borussia Dortmund man will start the new season with the Blues, and his performances will be assessed over the campaign.
If Gittens were to struggle under Alonso next term, the club could contemplate a sale during the 2027 summer transfer window.
