The Blues parted ways with Enzo Fernandez before the transfer deadline this summer despite failing to find a replacement.
Fernandez was determined to join Manchester City for some time, and the Blues did not want to block his transfer.
Chelsea will now seek a suitable replacement in the New Year and The Telegraph claim that Scott is the top target.

Bournemouth would prefer to keep him until the summer, but have not ruled out his mid-season exit for a premium price.
A package of around £80m could persuade the Cherries to part ways with the England international in January.
Arsenal and Liverpool are also firm admirers of the young midfielder, who has declined a new Cherries deal beyond June 2028.
