It is understood that Aston Villa have offered to make James Milner their highest paid player, in order to scare off interest from Liverpool and Tottenham.

It is believed Milner is valued by his club in the region of £15 million, and that Martin O'Neill is not looking to sell the England under-21 international.
Therefore, O'Neill is to make Milner his highest paid Villain with a reported wage of £70,000 per week.
