London rivals Fulham are winning the race to sign Arsenal target Andre next month, according to TalkSport.
Andre has been constantly linked with a Premier League move over the past year but a deal has not materialised.
Liverpool were initially deemed favourites to land him last summer, but they were unable to persuade Fluminense.
Fluminense wanted to keep Andre for the full season before offloading him. They are now prepared to listen to offers.
Arsenal have been keeping a close eye on the 22-year-old and it is claimed that Fulham are the front-runners for him.
They have reached an agreement in principle with the midfielder. He could join them as soon as the transfer window reopens.
His arrival could coincide with the departure of Joao Palhinha, who was on the verge of joining Bayern Munich last summer.
A deal broke down due to Fulham's inability to land a replacement. Bayern are expected to return for Palhinha next month.
