Everton have stalled on a deal for Standard Liege's Ishak Belfodil due to financial complications.
The Algerian international had been expected to complete his transfer to Goodison earlier last week after the Toffees were deemed to have agreed on a £10.4 fee.
Since then, Liege are said to have demanded performance-based add-ons and this has now put the deal in jeopardy.
Manager Ronald Koeman has already spent more than half of the £50m kitty allotted this month, and he is said to be reluctant to pay more than the striker's value in the transfer window.
The Merseyside outfit have signed the likes of Morgan Schneiderlin and Ademola Lookman over the past week, and they will seek to add a new striker and defender to their ranks before the transfer deadline.
Everton are currently seventh in the Premier League, some 11 points off the Champions League places.
