Tottenham Hotspur have made contract offer to Chelsea target Franck Kessie

Tottenham Hotspur have made a contract offer to AC Milan midfielder Franck Kessie, Italian outlet Calciomercato reports.
The Ivorian has entered the final year of his deal, and he can negotiate a pre-contract with an overseas club in January.
Milan have been negotiating a new deal with Kessie's agents, but they are yet to find the breakthrough in the discussions.
The club have offered a €5m annual package for three seasons before an assured hike to €6.5m for the next two campaigns.
The proposal has been snubbed by Kessie. The box-to-box midfielder prefers a straight agreement without any kind of conditions.
Paris Saint-Germain are keeping a close watch on his proceedings, but Spurs have made the first move to land his signature next year.
The north London club are ready to offer €8m in annual wages, and believe they are leading the queue to secure his services.
Chelsea have also been linked with him lately, but they are yet to make any sort of contact with the player's representatives.
