Saul has a release clause worth £60m on his contract, but Atleti could sell him for around £40m in the upcoming transfer window.
Paris Saint-Germain and Juventus have also been linked with Saul, who bagged two goals and one assist in 33 league games last term.
United are keen on signing a young midfielder this summer, and they have also been linked with West Ham United's Declan Rice.
Rice is valued at a staggering £100m, and Saul definitely appears as the more viable option for them in the transfer market.
Saul has been on United's radar for a number of years, and they could benefit from Atleti's ongoing financial concerns.
