The Merseyside outfit sold Richarlison to Tottenham Hotspur recently, and it is suggested that Frank Lampard could attempt to pursue Pepe.
The Toffees are likely to propose a season-long loan with an option to buy, but it remains to be seen whether the Gunners will accept this.
