Italian publication Corriere dello Sport cites that United had made a £17.5m bid for the midfield enforcer, which was swiftly rebuffed by the Serie A side.
The Red Devils have already brought in the likes of Memphis Depay, Bastian Schweinsteiger, Morgan Schneiderlin and Matteo Darmian during the summer transfer window.
