The England international was their top target last summer but they could not meet the £108m asking price amid the financial impact of COVID-19.
He has continued to remain on the radar of the Red Devils but he is no longer a priority for them ahead of the summer.
According to The Athletic, manager Ole Gunnar Solskjaer has urged a club to sign a new centre-back and striker before considering a move for Sancho.
Dortmund are likely to accept a lesser fee of £78m for Sancho this summer but it is reported that United may still not afford him.
The Mancunian giants have suffered financial losses amid the pandemic and they are unlikely to go on a spending spree.
Sancho has also been linked with the likes of Chelsea and Liverpool and he is said to be keen on testing himself in the Premier League.
