However, the Red Devils have yet to make any contact with Leeds or the player's entourage at the current point of time.
United are set for a big summer rebuild, and a new defensive midfielder is expected to be one of the prime priorities.
West Ham United's Declan Rice has been linked with United in the past, but his £100m valuation may have put them off.
On the contrary, Phillips could be available for a much lesser sum, but it is unclear whether the midfielder will move on.
Phillips will enter the last two years of his Leeds deal this summer. He has not ruled out signing a new deal at his boyhood club.
