The Red Devils are expected to pursue a defensive midfielder, and Rice has been earmarked as one of the top targets.
He is expected to cost over £100m this summer, but reports claim that United could have a clear run for his services.
Manchester City have been linked with him in the past, but they are now prioritising a deal for Dortmund striker Erling Braut Haaland.
Meanwhile, Chelsea are focused on bolstering their central defence with the expected departures of Antonio Rudiger and Andreas Christensen.
