According to Corriere dello Sport, the Italian is set to leave the club on a free transfer when his contract expires next summer.
AC Milan and Roma are interested in his services, but the Gunners could have the edge in the pursuit of the 27-year-old.
He can negotiate a pre-contract with an overseas club from January. The Gunners could push to finalise his transfer.
Belotti could come in as a replacement for Alexandre Lacazette, who is expected to leave the Gunners for free next summer.
