The Reds parted ways with Georginio Wijnaldum over the summer. The Dutchman left them on a free transfer to join Paris Saint-Germain.
A replacement was not signed by the hierarchy, and it is now claimed that they are prepared to wait until next summer to do so.
Borussia Dortmund's Jude Bellingham is one of their prime targets, but they are likely to be put off by the hefty £100m valuation.
Hence, the Reds are looking at different options. Ruiz, who has been a solid performer in Naples, is also on their transfer radar.
The 25-year-old has been in superb form for Napoli this term, registering five goals and two assists from 15 Serie A matches.
Despite this, there remains speculation over his future as his contract expires in 19 months' time. He could be sold next summer.
Napoli are likely to demand around £50m for the Spain international, who is also on the radar of Barcelona and Real Madrid.
