The Portuguese's current deal with Wolves expires in the summer of 2024, and he has yet to negotiate a possible renewal.
Arsenal are prepared to test Wolves' resolve with a £40m bid and it remains to be seen whether the offer will be sufficient.
The London giants have performed above expectations in the early part of the season, and are currently top of the league.
