His agent Jorge Mendes is reportedly in constant talks with Gunners technical director Edu Gaspar to push through a deal.
Neves has two years remaining on his contract with Wolves. He is no longer regarded as indispensable to the Midlands outfit.
They are looking to recoup transfer funds for summer spending. Aside from Neves, Adama Traore could leave Wolves soon.
Neves is reportedly valued at around £35m. It is suggested that the price tag could be a stumbling block for the Gunners.
They are currently looking to offload Granit Xhaka. Roma are prepared to pay £15m, but the club want around £20m.
