The 24-year-old has been linked with Chelsea for many seasons, but the Gunners are positive about pursuing his services.
Mikel Arteta's side are currently top of the league with 47 points, 19 ahead of Chelsea, who are languishing in the 10th spot.
They are in a strong position to make their Champions League return and this should give them the edge over the Blues.
Rice has snubbed a new deal with the Hammers already and he will enter the last two years of his contract in the summer.
The England star could be available for around £70 million which should be within the affordability range of the Gunners.
