The England star has been a key player for the Red Devils, but has endured a difficult 2021/22 campaign with just five goals across all competitions.
He has also failed to nail down a regular starting role, and is expected to hold talks over his future once Erik ten Hag takes charge as manager.
The Gunners are keeping a close eye on the forward's situation, and it is claimed that they could pay around £46 million for his services.
The club are eyeing at least two strikers this summer. They are already in advanced negotiations with the representatives of Man City's Jesus.
